Hi Brad,
You may want to look at the 89 healer disc you have dropping. It is one of the same ones that dropped in the gdh2 barb fields.

Can you please look at the re-cast of this? 1200+ rounds (not exactly sure what it was, but know it was at least 1200) is completely absurd. I haven't even really been able to test it much, because having to wait 30 minutes to try it again is just horrid.
Even with haste, 600 rounds would be entirely too much. Unless the goal is for it to be used once and not again for another half hour, which would mostly make it a useless tier.
My suggestion 150 round duration. 400 round re-use. With haste this would give a 3/4 uptime. Without being able to actually test it well due to it's current recast restriction, i have no idea if that would be entirely too much uptime on it.

A tier usable once or twice an hour isn't acceptable, regardless of the effect. Moreover, none of these lvl 89 tiers are acceptable.
It's like you're determining effects, round durations and recasts with a dart board. They're all pretty unanimously terrible, except maybe the thief tier, and even then it doesn't suit thieves at all.
