017 - Haste Change - On Testing ( for eventual all scenarios )

I'm considering a change in the way the backend works to allow haste to function better on fast rounds scenarios.

The change involves reducing a "pause" timer between player actions, and gathering "updates" into a single update pass per action.

My concerns:
- Its going to be too much for the server ( i can monitor this )
- Its going to make crits "miss" rounds. On the surface this sounds "fun", but it means another scaling pass if it can't be corrected.
- The "grouped" updates are going to be too disconcerting for players.


For this reason i'm going to put bring the test server up again ( up and down ) for player feedback.
