i'd assume it would function the same as pwd... it only hits hostiles. unless you're talkin a poison cloud. it'd be like a bunch of bolts of poison being shot out...

in cob anyway, the zaps and ep regen are far more bountiful for medium-lower end. so it's less of an issue then say a 50/30+2 ment trying to get ep's off his/her dragon in NL.

well, if you get tolerable gains, i suggest going for skill 16 thievery for chain before you concentrate on getting weapon/xp gains. well, if you're doing gains solo anyway. otherwise feel free to leech xp/skill of any type in any order.
