A tanned rat from fate pools is the only armor I know of that will not encumber a MA and is a psicutter. Tanned rat from fate pool encumbers MAs. Just checked it. "You feel encumbered by your armor" is the message when attacking something. You are correct about the psi cutter portion tho.

Guess you had some special ninjas, the ones I did 2 days ago had 4 IH each and were simple kills for a barb dancing and using ranged weapon. The lair is big enough to keep one off screen most of the time.

4 IH each. Its a easy solo depending on your weapon choice. The only hard parts about it are the golem requirement to get in and the time it takes to solo them. I think the golem lair on m4 needs to be seriously looked at. Its regen time is incredibly silly for the rarity of the correct golem needed to do the double ninja lair quest. Over the last 2 weeks, its took 52 spawns to get 2 of the correct golems for the quest. Its actually taken more than 52, but ...
