It matters. Just tested this, 21/19 paladin with a much larger healer in NL. If the small paladin gets the kill, both party memebrs seem to get skill based on what he would get solo. You're comparing experience gain and skill gain, which really is like comparing apples and oranges. Those abilities are found in other games, and they are usually referred to as "debuffs". Some debuffs lower attack speed, attack rating, magic resistance, armor class, and the like. They work well.
