If you are looking to maximize the stat bonuses you can skill up either ss or mace and then hold another ss/mace in off hand doubling the stat bonuses (+20 str/agil). If you go with some other weapon you'll end up with just the off hand +10, but you won't need to skill up the weapon just to hold it ...

Weapon skill is subjective: dagger, ss, ls are all good choices. I'm sure there are others equally worthwhile. There are pros and cons to each weapon type. Pick something and stick with it. Thief-only offhand hp uzi. Psi types already get their extra ep regen.. er, merk ammy. Thief types could get hp regen. Sticks with mondo hps get... mondo hps and should be left be :)
