What your asking can't be done.

You can however, bind your 11 ment tiers to F1-F6, Shift F1-F5 - keys, Then just get use to using them, cycle through and you can maintain all tiers at a constant rate.

Could the mentalist damage output qwirks have this feature?...

Having the option to disable the increased dmg output on the Fire/Ice/Energy Manipulation qwirks would be a nice asset to some peoples play styles.
